Sun Valley and Burbank Airport Area Crashes: Rideshare, Shuttle and Commercial Vehicles

A guide to crashes involving rideshare cars, airport shuttles and commercial trucks around Sun Valley and Hollywood Burbank Airport, covering the insurance that applies to each, the LAPD Foothill and Burbank police reports, the hospitals and the deadlines.

Industrial corridor in Sun Valley with the Verdugo Mountains behind, under a clear afternoon sky

A crash near Sun Valley or Hollywood Burbank Airport often involves a vehicle that is working: an Uber or Lyft circling for a pickup on Hollywood Way, a hotel or parking shuttle, a delivery van, or one of the trucks that serve the recycling yards and material suppliers along San Fernando Road. That changes the claim. A working vehicle carries a different policy than a private car, usually a much larger one, and the company behind the driver becomes part of the case. It also changes who writes the report, because the airport has its own police department, Burbank has its own, and Sun Valley belongs to the LAPD.

This guide sorts those pieces out. It covers which insurance applies to a rideshare car, a shuttle and a commercial truck, which agency takes the report depending on where the crash happened, where to get examined, and the deadlines, including the six-month clock that runs when a public agency’s vehicle was involved.

The area: three agencies in a few miles

Sun Valley is a City of Los Angeles neighborhood bordered by Burbank on the southeast, North Hollywood and Valley Glen to the south, Panorama City to the west and Pacoima to the northwest. San Fernando Road, Sunland Boulevard, Vineland Avenue, Roscoe Boulevard and Laurel Canyon Boulevard carry the traffic, and the 5 runs through it, with heavy trucks using Sunland and San Fernando Road to reach the freeway.

Hollywood Burbank Airport sits at 2627 North Hollywood Way in Burbank, on Sun Valley’s southeast edge. It is owned and operated by the Burbank-Glendale-Pasadena Airport Authority, which runs its own police department, authorized under Penal Code 830.33, reachable at (818) 840-8840. The terminal loop, the parking lots and the rideshare pickup areas are on Authority property.

The City of Burbank is a separate city with its own police department at 200 North Third Street, Burbank, CA 91502. So a crash on Hollywood Way in front of the airport, one in the terminal loop, and one a mile north on San Fernando Road in Sun Valley can produce three different reports from three different agencies.

Rideshare crashes: which policy applies

Uber and Lyft drivers work the airport all day, and the crashes happen where they idle and merge: the pickup zones, the Hollywood Way approaches, and the ramps to the 5. The coverage available depends on what the driver was doing at the moment of the crash, under Public Utilities Code 5433.

  • App off: the driver’s personal auto policy, which may exclude commercial use.
  • Period 1, app on with no ride accepted: the rideshare company’s coverage of $50,000 per person, $100,000 per accident and $30,000 property damage.
  • Periods 2 and 3, en route to a pickup or with a passenger on board: $1,000,000 in liability coverage.

Since January 1, 2026, under SB 371, uninsured and underinsured motorist coverage during a trip is $60,000 per person and $300,000 per incident, which matters when a rideshare passenger is hurt by a third driver who carries little or nothing.

The period is a fact, and the app records it. A screenshot of the trip, the driver’s name and plate, and the time of the crash establish it. Whether you were the passenger, the other driver, or a pedestrian at the curb, our Uber and Lyft accident page explains how those claims are handled.

Shuttles, vans and buses

A hotel courtesy van, a parking lot shuttle and a charter bus are commercial passenger carriers, and their operators carry commercial policies with limits well above a private car. The operator may be the hotel itself, a parking company, or a contractor whose name is on the permit rather than on the door. Write down the company name on the vehicle, the vehicle number, and the driver’s name before anyone boards.

Shuttles run by the Airport Authority are a different matter. The Authority is a public entity, and a claim against it, or against LA Metro for a bus on Hollywood Way or San Fernando Road, requires a written claim under Government Code 911.2 within six months of the injury, before any lawsuit. Bus and shuttle camera footage is overwritten well before then, so a preservation letter goes out in the first days. Our bus accident page covers how those cases are built.

Commercial trucks on San Fernando Road and the 5

Sun Valley runs on heavy vehicles. Loaded trucks need far more distance to stop than the traffic around them, their blind spots swallow a small car, and they make wide turns across lanes that drivers behind them do not expect. When a truck is involved, the Federal Motor Carrier Safety Regulations govern the driver’s hours, the truck’s maintenance and the electronic logging device, and the company keeps that data only for limited periods.

Photograph the company name, the DOT number on the cab, the trailer plate and the driver’s license. A preservation letter to the carrier and its insurer in the first days covers the logs, the inspection records and any camera in the cab. Our truck accident page explains what those cases require.

Who writes the report

Sun Valley surface streets: LAPD Foothill. Sun Valley’s streets are covered by the LAPD’s Foothill Community Police Station at 12760 Osborne Street, Pacoima, CA 91331. Collision investigations for the Valley run through the LAPD’s Valley Traffic Division at 7870 Nollan Place in Panorama City. A copy of the report comes from the LAPD’s Records and Identification Division through the request process at lapdonline.org; the department asks you to allow at least 45 days from the date of the collision and charges $19 per report.

Burbank surface streets: Burbank Police. Crashes on Hollywood Way and the other Burbank streets are handled by the Burbank Police Department at 200 North Third Street. The department releases collision reports online through LexisNexis for a small convenience fee, or at the Records Bureau counter at the station for $20, and asks you to allow at least four days after the date of the collision. The non-emergency number is (818) 238-3000.

Airport property: Airport Authority police. Inside the terminal loop, the lots and the pickup zones, the Burbank-Glendale-Pasadena Airport Authority Police Department responds. Ask for a report number before you leave, and note that a claim against the Authority itself follows the six-month government claim rule.

The 5 and the ramps: CHP. Crashes on the freeway belong to the California Highway Patrol, and CHP reports are requested from the Area office that wrote them. The officer’s card or the report number tells you which office it was.

Whichever agency responded, get the report number and the officer’s name at the scene, and photograph the other driver’s license, insurance card and plate.

Getting medical care

Be seen the same day, or the next morning at the latest. The date on the first medical record anchors the claim, and commercial insurers are quick to argue that a gap means the injury came from somewhere else.

Pacifica Hospital of the Valley is at 9449 San Fernando Road in Sun Valley. Providence Saint Joseph Medical Center is at 501 South Buena Vista Street in Burbank. For soreness, sprains and cuts, an urgent care creates the same-day record you need; go to the emergency room for a blow to the head, loss of consciousness, chest or abdominal pain, numbness, or bleeding that will not stop. Tell the doctor about every symptom, including headaches, trouble concentrating and light sensitivity in the days after the crash, which are concussion symptoms.

Under Vehicle Code 16000, a driver in a crash that causes injury or death, or more than $1,000 in damage to any one person’s property, must file the DMV form SR-1 within 10 days, whether or not police responded.

The insurance calls

In a commercial crash the calls multiply. The rideshare company’s insurer, the carrier’s insurer and the other driver’s personal insurer may all call, and each wants a recorded statement. Nothing obligates you to be recorded by a company that insures someone else. Decline politely and talk to a lawyer first.

Report the crash to your own insurance company promptly and ask what coverage you carry. Medical payments coverage, if you bought it, pays medical bills regardless of fault. Uninsured and underinsured motorist coverage, which insurers must offer under Insurance Code 11580.2, matters when the responsible driver turns out to be a private car with California’s minimum of $30,000 per person under Vehicle Code 16056.

Once a claim is properly submitted, the Fair Claims Settlement Practices Regulations require the insurance company to accept or deny it within 40 days of receiving proof of claim (10 CCR 2695.7), or explain in writing why it needs more time. California applies pure comparative negligence under Li v. Yellow Cab, so a person found partly at fault still recovers the share of damages the law allows, reduced by that percentage.

Deadlines and the courthouse

The deadline to file a lawsuit for personal injury in California is generally two years from the date of injury under Code of Civil Procedure 335.1. Where a minor is injured, Code of Civil Procedure 352 tolls that period, but tolling does not extend the six-month claim rule for the Airport Authority, Metro, the City of Los Angeles or the City of Burbank.

If a lawsuit is filed, it goes to the Los Angeles Superior Court. Under the court’s Local Rule 2.3, an unlimited civil personal injury case is filed in the Central District at the Stanley Mosk Courthouse at 111 North Hill Street, and the court may later transfer it to a district courthouse such as Van Nuys Courthouse East at 6230 Sylmar Avenue. Most cases settle, but a filed case usually runs 12 to 24 months.

How we handle Sun Valley and Burbank cases

Manoukian Law Firm’s office is at 9520 Topanga Canyon Boulevard, Suite 102, in Chatsworth, about twenty-five minutes west on the 118 and the 5. The files from this corner of the Valley are the ones this article describes: a rideshare car rear-ended at the airport curb, a truck turning wide on San Fernando Road. Every file is handled by the attorney you hire, and every case is prepared as if it will be tried.

Early on, the work is identifying every policy in play, sending preservation letters for the app data, the truck’s logs and the camera footage, requesting the right report from the right agency, and taking over the insurance calls. Meetings happen at the Chatsworth office or by phone or video, and the firm helps clients in English, Spanish and Armenian. See the Sun Valley page and the Burbank page for the neighborhoods, or our car accident page for how a claim is evaluated.

Key points

  • A working vehicle carries a different, usually larger, policy than a private car, and the company behind the driver becomes part of the claim.
  • Rideshare coverage depends on the driver’s period under Public Utilities Code 5433: 50/100/30 with the app on and no ride, $1,000,000 en route or with a passenger.
  • Sun Valley streets are LAPD Foothill, Burbank streets are Burbank Police, airport property is the Airport Authority police, and the 5 is the CHP.
  • Be seen the same day at Pacifica Hospital of the Valley, Providence Saint Joseph or an urgent care, and file the DMV SR-1 within 10 days.
  • A claim against the Airport Authority, Metro or a city requires a written claim within six months under Government Code 911.2.
  • The general deadline to file a lawsuit is two years under Code of Civil Procedure 335.1.

Frequently asked questions

Was the Uber driver on a trip? How does that get proven?

Yes, through the app, which records the driver’s status at the moment of the crash. A screenshot of the trip, the driver’s name and plate, and the time of the collision establish it, and a lawyer can demand the trip data from the company.

A hotel shuttle hit my car in front of the airport. Who is responsible?

The company that operates the shuttle, which may be the hotel or a contractor, and its commercial insurer. Write down the company name on the van and the driver’s name. If the shuttle was run by the Airport Authority, the six-month government claim rule applies.

How is a Burbank police report different from an LAPD report?

Only in where it comes from. Burbank reports are released online or at the Records Bureau counter after about four days; LAPD reports come through the department’s request process after about 45 days. Neither decides fault in a civil case.

The truck company’s insurer called the same day. Should you talk to them?

Not on the record. Commercial insurers begin their investigation immediately, and a recorded statement given before you have been examined is used against the claim later. Decline politely and talk to a lawyer first.
